Patrolman Jason Phares arrested Zachary Mitchell (25) South Plainfield NJ, and Jason Stokes (26) of Lebanon NJ following a motor vehicle stop on I-78 on July 29, 2018. Patrolman Phares stopped the vehicle being operated by Mitchell for moving and equipment violations. Mitchell and Stokes were both charged with possession of a controlled dangerous substance (heroin), possession of drug paraphernalia, and possession of hypodermic syringes. Both defendants were released on a summons.
